Target 25% – Social Housing for a Social Europe

Events / Thu 30 Oct 2025 18:30

Europe is facing a serious housing crisis that is challenging the model based on private ownership. The shortage of affordable housing , the concentration of the rental market and real estate speculation have placed many households in a situation of economic overburden and exclusion.

Faced with this scenario, Irla Foundation and Coppieters Foundation propose measures to solve the housing crisis in Europe, such as achieving at least 25% of European households living in public housing.

This policy is included in the report presented at the event “Target 25%: Social Housing for a Social Europe”. The report is produced by a multidsiciplinary team of experts: Ferran Elias, David Palomera and Marta Ribera who will dissect its outcomes and analysis.
